PR is partial of SEO and everyone know that backlink is the key to get PR. However, some website have many backlink that not shown in google or say not get indexed but they can stil providing PR juice to the webite.
Or maybe the website’s PR is fake PR
You shall use the right tool to check the backink

Stop worrying about PageRank, start worrying about your website the number of pages indexed by search engines. check if your website is 100% indexed in search engines or not (all the pages should be indexed, if not work on that aspect). Check if your website is ranked for any of the potential keywords which helps it gain quality relevant traffic from search engines.
A website to be successful it needs potential visitors and the majority of the Internet traffic generated by search engines as majority of the visitors rely on them.
So if you want to beat your competitor beat them by acquiring TOP positions in search engines which will help your site in gaining more potential customers than your competitors.

Its probably a combination of their meta tags and maybe pay-per-click advertising. The site is mainly flash based but their graphic links have alt img tags. The website isn’t a complete atrocity, but they will eventually lose their rankings because the site lacks content to keep the users there.
